Most Pakistani businesses meet the WhatsApp Business API the same way: they outgrow the free WhatsApp Business app, ask a vendor for a quote, and get a number that mixes three different things together. Meta's own message fees, the provider's platform fee, and the cost of building a bot are separate bills, and only the first one is set by Meta. This guide gives you Meta's actual 2026 rates for Pakistan, the rule changes that took effect on 1 October 2026, and realistic build costs, so you can read any quote line by line.
What is the WhatsApp Business API?
The WhatsApp Business API, which Meta now calls the WhatsApp Business Platform (most businesses use its Cloud API), is the version of WhatsApp built for software. It lets your systems send order confirmations automatically, lets a chatbot answer customers, lets several staff work one number through a shared inbox, and lets you broadcast approved message templates to customers who opted in. The free WhatsApp Business app on your phone does none of that at scale. It is fine for a shop owner replying by hand; it is the wrong tool for a business that needs automation or more than a couple of people on the same number.
How does Meta charge for WhatsApp messages in 2026?
Since 1 July 2025 Meta has charged per message, not per conversation. Three rules decide the bill. First, you only pay for messages your business sends, and only when they are delivered; messages from customers to you are free. Second, the price depends on the message category: marketing, utility (order and account updates), authentication (one-time passwords), service (free-form replies), or Meta Business Agent (Meta's own AI agent, billed by tokens). Third, the price depends on the country code of the customer's phone number, not on where your business is. A Lahore shop messaging a customer on a UK number pays the UK rate.
There is also a timing rule. When a customer messages you, a 24-hour customer service window opens, and it resets each time they write again. Inside that window you can reply with normal, free-form messages. Outside it you can only reach the customer with a pre-approved template, and that template is charged at its category's rate.
| Message category | What it is for | USD per delivered message | Approx. PKR (at 280/USD) |
|---|---|---|---|
| Marketing | Offers, launches, promotional broadcasts | $0.0473 | PKR 13.2 |
| Utility | Order confirmations, delivery updates, account alerts | $0.015 | PKR 4.2 |
| Authentication | One-time passwords and login codes | $0.015 | PKR 4.2 |
| Authentication (international) | OTPs sent by eligible businesses based outside Pakistan | $0.075 | PKR 21 |
| Service | Free-form replies inside the 24-hour window | $0.015 after 1,000 free per month | PKR 4.2 |
| Meta Business Agent | Replies written by Meta's own AI agent | $2.00 per 1 million tokens | Depends on length |

Meta also publishes volume tiers that lower utility and authentication rates for very high monthly volumes, and it changes rates on a published calendar, so check the current card before you budget a large rollout.
What changed on 1 October 2026?
- Service messages are charged again. They had been free since November 2024. Each business phone number now gets 1,000 free service messages a month, which do not roll over; from the 1,001st, Meta charges the service rate.
- Utility templates sent inside an open customer service window are charged again. They had been free since July 2025. An order confirmation sent right after the customer messages you now costs the utility rate.
- A payment method is mandatory. Meta said it would stop delivering service messages for accounts with no payment method on file once those messages became chargeable, so check your Meta billing settings if replies have quietly stopped arriving.
- Nine markets moved out of regional pricing onto their own rates, including Kuwait and Bangladesh. If you message customers in the Gulf, your per-message cost there may have changed too.
When are WhatsApp messages free?
- Messages customers send to you are always free.
- The first 1,000 service messages each month, per business phone number.
- Everything inside a free entry point window. When a customer reaches you by tapping a Click-to-WhatsApp ad on Facebook or Instagram (on the phone app) and you reply within 24 hours, Meta opens a window of up to 7 days in which marketing, utility, authentication and service messages to that customer are not charged. Meta Business Agent messages are still billed.
Worked example: a month of WhatsApp for a Lahore restaurant
Take a restaurant that sends 4,000 order confirmations a month, answers about 3,000 customer questions by hand or with a bot, and sends one promotional broadcast to 5,000 opted-in customers. All the customers are on Pakistani numbers.
| Line | Volume | Rate | Monthly cost |
|---|---|---|---|
| Order confirmations (utility) | 4,000 | $0.015 | $60.00 |
| Customer replies (service) | 3,000 (first 1,000 free) | $0.015 × 2,000 | $30.00 |
| Promotional broadcast (marketing) | 5,000 | $0.0473 | $236.50 |
| Total Meta fees | $326.50 ≈ PKR 91,400 |
Two things stand out. Marketing is roughly three-quarters of the bill even though it is the smallest volume of the three, so broadcasting to everyone on your list every week gets expensive fast. And the operational messages that customers actually value, confirmations and replies, cost less than PKR 25,000 a month here. If the restaurant had run that promotion as a Click-to-WhatsApp ad instead, the follow-up messages to everyone who tapped the ad would have been free for a week, although the ad itself costs money.
What do WhatsApp providers charge on top of Meta?
You can connect to the Cloud API directly through Meta, in which case you pay Meta's fees plus whatever it costs to host your own software. Most businesses use a Business Solution Provider (BSP) or a SaaS inbox instead, which adds its own monthly subscription, per-agent seats, or a markup on each message. Those charges vary widely between providers and change often, so do not compare quotes on a single total. Ask every provider for three separate lines: Meta's message fees passed through at cost, the provider's own platform or seat fees, and any one-off setup. A quote that hides Meta's fees inside a bundled per-message price makes it impossible to tell what you are paying the provider.
How much does it cost to build a WhatsApp bot on the API?
Meta's fees are only the running cost of the channel. The bot itself is a separate, one-off build. In line with our AI chatbot pricing guide: a rule-based WhatsApp bot with fixed menus and buttons costs about PKR 30,000–50,000 to build and PKR 8,000–15,000 a month to run, before Meta's message fees. A custom AI assistant that understands free text in English, Urdu and Roman Urdu, answers from your own documents, looks up orders and hands over to a person costs PKR 300,000–1,500,000 to build, with language-model API costs of roughly PKR 5,000–15,000 a month for a small business.
Do you need the API, or is the WhatsApp Business app enough?
- Stay on the free app if one or two people reply by hand and you send fewer than a few dozen messages a day.
- Move to the API when several staff need to answer from one number, when you want order or delivery updates sent automatically from your POS, website or CRM, or when you want a bot to handle routine questions after hours.
- Move to the API if you broadcast offers to a large customer list; the app's broadcast tools are built for small lists and manual sending.
- Ask your provider how your existing number will be moved. Customers already know it, so keep the same number and confirm whether staff can still use the WhatsApp Business app on it after the switch.
How can you keep your WhatsApp bill down?
- Segment marketing broadcasts. At about PKR 13 a message in Pakistan, sending only to customers who bought in the last 90 days often cuts the bill by more than half without losing many orders.
- Use Click-to-WhatsApp ads for campaigns, so the conversation that follows is free for up to 7 days.
- Answer inside the 24-hour window. A reply to a customer who just wrote costs the service rate, and the first 1,000 a month are free; reaching the same person a day later needs a paid template.
- Write templates that are genuinely transactional. Meta categorises templates, and a 'utility' message padded with promotional content can be treated as marketing at about three times the price.
- Watch your volume. Utility and authentication rates drop in tiers at high monthly volumes, so very large senders should check Meta's tier table.
Frequently asked questions
Q01How much does the WhatsApp Business API cost in Pakistan in 2026?
