HOW DOES OFFSHORE DEVELOPMENT WORK FOR US TEAMS?
RTechnologies has exactly one office: Bahria Town Phase 7, Rawalpindi, Pakistan, on the Islamabad border. We have no US entity, no US address and no US-based staff. American founders and product teams hire us when they want senior engineers to ship an MVP or extend an existing product at Pakistani agency rates, without spending months recruiting. Many Pakistani-American founders already know the engineering talent here; this page explains the model for everyone else.
We will be straight about the clock. Pakistan Standard Time is 10 hours ahead of New York in winter (EST) and 9 hours ahead in summer (EDT), and 13 or 12 hours ahead of California. Our normal 09:00–18:00 day does not overlap a US working day at all. So for US clients we schedule a fixed overlap window, typically a daily call between 08:00 and 10:00 Eastern, which is our evening, and run an async handover: when you log on, a written progress note and a staging link are already waiting.
US engagements usually take one of two shapes. Founders get a fixed-price MVP: a tightly scoped first version that investors and early users can touch, built in weekly increments. Funded companies get a dedicated development team: two to five engineers working only on your product, directed by your product lead. Pricing follows our published rate guide, where senior Pakistani agency time typically runs $25–40 an hour against the $80–150 US agencies commonly bill.

A master services agreement with a statement of work per phase, a mutual NDA and full IP assignment. Governing law is agreed per contract; many US clients use their home state.

The engineers on your scoping call write your code. You pay Pakistani agency rates for senior people, not US rates for a junior bench.

- PKT is UTC+5 with no daylight saving: 10 hours ahead of EST and 9 ahead of EDT; 13 hours ahead of PST and 12 ahead of PDT.
- Overlap window & handover
- Our 09:00–18:00 day does not overlap yours. We hold a daily call at 08:00–10:00 ET (our evening), or around 07:00–08:00 PT for West Coast teams, plus a written handover before you start work.
- Data privacy & security
- If your business is covered by California's CCPA as amended by the CPRA, we sign the service-provider terms it requires and build the access, deletion and opt-out flows your users are entitled to.
- Contracts, NDA & IP
- MSA plus a statement of work per phase, mutual NDA, and assignment of all IP to your company. Governing law and venue are negotiable.
- Billing & currency
- Invoiced in USD by international bank transfer or Wise/Payoneer, per milestone or monthly for dedicated teams. We have no US entity or US bank account.
- Communication tools
- Slack, Linear or Jira, GitHub, recorded walkthroughs, and a weekly live demo in the overlap window.
- Accessibility
- The Justice Department's ADA guidance says businesses open to the public must make their websites accessible and points to WCAG as helpful guidance. We build to WCAG 2.2 AA.
- After launch
- Monthly support from the same engineers: monitoring, security patches and small changes, with urgent issues triaged at the start of our day, around midnight Eastern.

WHAT DO CLIENTS ASK BEFORE STARTING?
Q01Do you have an office in the USA?
No. RTechnologies has one office, in Bahria Town Phase 7, Rawalpindi, Pakistan, and no US entity, address or staff. We work with US clients entirely remotely through a scheduled daily call, Slack and written handovers. Contracts are signed with our Pakistan business, and we invoice in USD from Pakistan.
Q02How does the time difference work?
Pakistan is 9–10 hours ahead of the East Coast and 12–13 hours ahead of the West Coast, so normal working hours do not overlap. We fix a daily call, usually 08:00–10:00 Eastern, which is our evening, and send a written handover before you start your day. You get a reliable window for decisions, not round-the-clock availability.
Q03Who owns the code and IP?
You do. The MSA assigns all intellectual property in the work to your company, and the code lives in your GitHub organization from the first commit. Cloud accounts, domains and app-store listings are registered in your name. We work only through access you grant, and you can revoke it at any time.
Q04Can you build HIPAA-compliant software?
We build to the HIPAA Security Rule's technical safeguards: access control, audit logs, integrity checks, authentication and encryption in transit. HIPAA compliance itself sits with you as the covered entity or business associate. By default we work with synthetic or de-identified data; if a build genuinely needs PHI access, we agree on a business associate agreement first.
Q05Are you SOC 2 certified?
No. SOC 2 is an independent audit report, and we have not been audited. We do follow SOC 2-style practices — least-privilege access, MFA, audit logging, encrypted backups and documented offboarding — and we are happy to complete your security questionnaire so your own SOC 2 auditor can assess us as a vendor.
Q06How much does a dedicated development team from Pakistan cost?
Our rate guide puts a dedicated Pakistani developer at roughly $3,500–8,000 per month, depending on seniority, which works out from agency rates of $20–50 an hour. We quote your team after a scoping call, invoice monthly in USD, and agree in writing how much notice either side needs to scale up or down.

A focused MVP usually takes 4–8 weeks of build time after one or two weeks of scoping. Speed comes from cutting scope, not corners: we agree the smallest version that proves your idea and ship it in weekly increments you can show investors.
